PROVIDE A THOROUGH INSPECTION OF EACH UNIT • • • THIS TEAM HAS OVER 60 YEARS OF HANDS ON EXPERIENCE WITHIN THE ELEVATOR INDUSTRY AND IS LICENSED BY BOTH THE STATE OF MICHIGAN AND THE CITY OF DETROIT ELEVATOR SAFETY DIVISIONS AS WELL AS A NATIONAL QEI (QUALITY ELEVATOR INSPECTOR) CERTIFICATION CAPABLE OF REVIEWING THE INSTALLATION, MODERNIZATION, AND MAINTENANCE OF ALL ELEVATORS AND ESCALATORS IN THE STATE OF MICHIGAN • • OUR REPORT IS BASED ON THE ASME CODE 17.1 & 17.2 FOR THE INSPECTION REQUIREMENTS AND INDUSTRY STANDARDS FOR ACCEPTABLE ELEVATOR MAINTENANCE WE HAVE NOT HAD THE OPPORTUNITY TO REVIEW YOUR EXISTING ELEVATOR MAINTENANCE CONTRACT WITH SCHINDLER ELEVATOR SO OUR FINDINGS WILL BE BASED OFF OF LOGIC AND THE CITY OF DETROIT ELEVATOR CODE THE CITY OF DETROIT IS THE AHJ (AUTHORITY HAVING JURISDICTION) THIS REPORT ALSO CONTAINS PHOTOS AND A WRITTEN PUNCH LIST OF DEFICIENCIES FOR THE UNITS WE INSPECTED • • • • ELEVATOR MAINTENANCE THE GOAL OF ELEVATOR MAINTENANCE IS TO MINIMIZE UNEXPECTED SHUT DOWNS AND FAILURES AND MAXIMIZE DEPENDABILITY AS WELL AS THE LIFE OF THE ELEVATORS OVERALL WE FOUND THE ELEVATORS ARE IN VARYING DEGREES OF CONDITION SOME ELEVATORS ARE IN LIKE FAIR CONDITION, WHILE OTHERS HAVE REACHED THEIR LIFE EXPECTANCY AND SHOULD BE CONSIDERED FOR IMMEDIATE REPLACEMENT OUR INSPECTION SHOWED MOST OF THE UNITS SERIOUSLY LACKING IN PREVENTIVE MAINTENANCE, AND OF THE 15 UNITS NOT MEETING THE CITY MINIMUM FOR SAFETY TEST OUR INSPECTION HAS UNCOVERED A MAJOR LACK OF PERFORMING PREVENTATIVE MAINTENANCE THE LOGS INDICATE NOT ONLY MISSING MONTHLY VISITS BUT THE VISITS MADE ARE MERELY VISUAL INSPECTIONS WITH NO REAL MAINTENANCE BEING CONDUCTED • • IT SHALL ALSO BE NOTED THAT IF THE ELECTRONIC MAINTENANCE REPORT SHOWS THAT THEY ARE ACTUALLY PERFORMING MAINTENANCE ITEMS IT DOES NOT FULLY COORDINATE WITH THE MAINTENANCE DOCUMENTS POSTED IN THE MACHINE ROOMS THIS IS CONCERNING AS THE MACHINE ROOM LOGS ARE CODE REQUIRED DOCUMENTS THAT ARE TO INDICATE ALL MAINTENANCE BEING PERFORMED ON THE UNIT MAINTENANCE CONTRACT THE TYPE OF MAINTENANCE CONTRACTS YOU HAVE WITH SCHINDLER ELEVATOR ARE “FULL MAINTENANCE AGREEMENTS” WHICH COVER ALL COMPONENTS, BOTH ELECTRICAL AND MECHANICAL OF YOUR ELEVATORS WITH EXCEPTIONS FOR VANDALISM, ABUSE OF EQUIPMENT AND OBSOLETE EQUIPMENT WITH PROPER MAINTENANCE, THIS CONTRACT SHOULD PROVIDE WAYNE STATE UNIVERSITY WITH ADEQUATE PREVENTIVE MAINTENANCE • • • • • • DEFICIENCIES DEFICIENCIES ARE ITEMS IN VIOLATION OF THE CITY OF DETROIT ELEVATOR CODE, YOUR MAINTENANCE CONTRACT OR ELEVATOR INDUSTRY STANDARDS AS NOTED ABOVE, WE FOUND MULTIPLE DEFICIENCIES DURING OUR INSPECTION THESE DEFICIENCIES WILL REDUCE THE PERFORMANCE AS WELL AS THE LIFESPAN OF YOUR EQUIPMENT WE RECOMMEND THAT YOU PROVIDE OUR PUNCH LIST OF DEFICIENCIES TO YOUR SERVICE PROVIDER AND INSTRUCT THEM TO CORRECT THE ITEMS IN THE NEXT 30 - 60 DAYS MOST OF THE ITEMS SHOULD BE COVERED BY YOUR CONTRACT AND SHOULD BE CORRECTED AT NO COST TO WAYNE STATE UNIVERSITY THE EXCEPTION IS THE EQUIPMENT DEEMED OBSOLETE BY YOUR SERVICE PROVIDER OR REPAIRS REQUIRED DUE TO THE INFLUENCE OF WATER PENETRATING THE HOISTWAY EVEN WITH THE OBSOLETE EQUIPMENT, THE LABOR SHOULD BE COVERED IN YOUR CONTRACT WITH NO COST • • • • • CAPITAL PLAN THERE ARE VARYING DEGREES OF URGENCY WITH REGARDS TO CAPITAL PLANNING, WITH SOME UNITS NEEDING IMMEDIATE UPGRADES AND / OR MODERNIZATIONS THE COMPLETE DETAILS ARE EXPLAINED LATER IN THIS REPORT • • REPLACING ELEVATORS WITH TODAY’S NEW TECHNOLOGY MAKES THESE UNITS CLEANER, GREENER, SAFER AND MORE ENERGY EFFICIENT IT ALSO REDUCES THE COST OF BILLABLE REPAIRS TO THE ELEVATORS AND PROVIDES A MORE ENJOYABLE EXPERIENCE FOR YOUR CUSTOMERS AND IMPROVES THE OVERALL IMAGE OF THE BUILDING • • • • • SAFETY TESTS THE CITY OF DETROIT REQUIRES VARIOUS SAFETY TESTS TO BE PERFORMED ON ALL YOUR ELEVATORS ON TRACTION ELEVATORS THE CITY REQUIRES A FULL LOAD SAFETY TEST EVERY FIVE YEARS, A NO LOAD SAFETY TEST IS REQUIRED EVERY 30 MONTHS AND AN ANNUAL FIRE SERVICE / SMOKE TEST ON HYDRAULIC ELEVATORS THE CITY OF DETROIT REQUIRES A FULL LOAD PRESSURE RELIEF VALVE TEST EVERY 30 MONTHS, AN ANNUAL NO LOAD SAFETY TEST AND AN ANNUAL FIRE SERVICE / SMOKE TEST Conclusion Elevators are the lifeblood of all multilevel buildings, which is why Corporate Elevator Asset Management looks at elevators as an asset of the owner, rather than just a function of the building The major problem facing the elevators we inspected is a lack of maintenance We recommend Wayne State University has an in-depth discussion with your service provider to address the lack of maintenance As mentioned Corporate Elevator looks at elevators as an asset of the owner and we are perfectly positioned to manage the entire aspect of this asset, from new installation and modernization, to maintenance, service and repair Through our elevator management program we are able to conduct regularly scheduled inspections, review “repair / callback” invoices
