The 2017‐2018 Report on The Education Foundation of Baltimore County Public Schools, Inc.   was a collaborative foundation project created and designed by:  Ms. Deborah S. Phelps, Executive Director  Mrs. Laura Lemon, Associate Director  Mrs. Cindy Whitcomb, Administrative Assistant & Bookkeeper  1    OVERVIEW The Education Foundation of Baltimore County Public Schools, Inc., was organized on October 26, 1992, as the Baltimore County Public Schools Education Foundation, Inc., under Section 501 (c) (3), to attract and direct public financial contributions to programs and activities of the school system in support of quality education for all children        Arts & Culture Civic Literacy Environmental Literacy Financial, Economic, Business, Entrepreneurial Literacy Global Awareness Health Literacy Science, Technology, Engineering and Mathematics (STEM) MISSION STATEMENT To provide and facilitate community and corporate funding to support the Superintendent’s vision for BCPS that aligns with the goal of developing lifelong learners through literacy VISION All BCPS students will have the resources supported by quality instruction and the opportunity to further education to enable them to graduate globally competitive All Baltimore County Public School educators will receive the opportunity to acquire financial support for programs that fall within the priorities of the district GOALS Provide support toward the Superintendent’s district wide initiatives which include emphasizing literacy across subject areas to prepare students for college and careers, and providing a positive culture in every school Provide scholarship opportunities to BCPS students to attend post-secondary education and obtain the knowledge and skills needed to be globally competitive Provide schools and BCPS Offices the opportunity to apply for school-based/office-based grants that address one of the 21st Century themes: CORE VALUES The Foundation supports BCPS’ commitment to graduate globally competitive students Our core values express our beliefs that:  BCPS aspires to be a world-class school district  The Foundation is a strategic partner and valued member of Team BCPS  Equitable access to a world-class curriculum and resources are a right for all students in BCPS  A strong collaborative relationship between the District and community partners is essential to the continued success of BCPS 2    STATEMENT OF PURPOSE In order to provide the highest quality education in the 21st Century, the Foundation solicits, manages, and distributes supplemental funds to ensure that BCPS graduates globally competitive students Funding is supplemental and does not replace or alter the use of tax-based revenue Donations are received from individuals, corporations, and other Foundations to fund educational programs and projects that are aligned to the District’s curriculum and strategic plan, Blueprint 2.0: Our Way Forward, to fund schoolbased/office-based initiatives and scholarships, and to create an Endowment Fund Programs will be funded from donations as well as from a percent of the Endowment Fund The Foundation provides, under federal and state laws, an appropriate method to solicit charitable contributions graduated in 2018 We are currently seeking to solicit a summer intern from a local college/university and have plans to work collaboratively with the BCPS Office of Career and Technology Education to select a student intern for the fall of 2018 Mrs Lemon works collaboratively with both the executive director and the administrative assistant/bookkeeper overseeing the internal operations and management of the headquarters The associate director’s focus is to lead all internal operations, such as, but not limited to strategic planning and establishing new processes and procedures In addition, the associate director supports the executive director so that the executive director has more time to spend with community partners and site visits resulting in corporate growth and retention The Education Foundation Staff currently consists of the following professionals: EDUCATION FOUNDATION STAFF cwhitcomb@bcps.org EDUCATION FOUNDATION ORGANIZATIONAL STRUCTURE INTERN Ella Obu, Hereford High School EDUCATION FOUNDATION STAFF With the support of the superintendent and the board of directors, the Foundation headquarters has a full-time administrative assistant/bookkeeper, Mrs Cindy Whitcomb and an associate director, Mrs Laura E Lemon Mrs Whitcomb receives support from retired BCPS employees and parent volunteers as well as from student interns from both local colleges and universities and Baltimore County Public Schools Our intern this year was from Hereford High School and 3    EDUCATION FOUNDATION EXECUTIVE COMMITTEE The Executive Committee consists of the Board President, the 1st Vice-President, Secretary, Treasurer and the Vice Presidents of sub committees The purpose of the Executive Committee is to introduce focus areas specific to the collaborative efforts within the Foundation and BCPS Director, CTE, and Ms Alicia Fales, Supervisor, CTE, who engaged the committee in conversation to promote the new apprenticeship initiative specific to BCPS The Education Foundation Executive Committee currently consists of the following professionals: EDUCATION FOUNDATION EXECUTIVE COMMITTEE Doug Eder, President Gary Berger, 1st Vice-President Tricia Thomas, Secretary Alvin D Katz, CPA, Treasurer Joe Harsel, Vice-President Advancement Tim Bojanowski, Vice-President Communications Mick Rayburn, Vice-President Scholarships and Allocations Timmy Ruppersberger, Esq., Past President Matt Musgrove, Chair, Emerging Leaders Council Christine Crawford, Chair, Advisory Council In July of 2018, the Executive Committee met for its annual retreat The high-level content included in the agenda included but was not limited to the following: review statistics specific to performance of the board, create updates to the strategic plan, identify innovative ways to communicate our message, and discuss topics related to new initiatives The Foundation currently supports funding towards 21st Century Grants, scholarship opportunities, and is currently planning the infrastructure to support a new apprenticeship program through grant money awarded to the Foundation by the State of Maryland The apprenticeship program has unified the relationship between the Foundation and the Office of Career Technology and Education in an effort to introduce career focused opportunities for individuals as well as expand partnerships within the business community Guest speakers at the Executive Committee retreat included Mr Douglas Handy, EDUCATION FOUNDATION BOARD OF DIRECTORS The Board of Directors consists of at least fifteen but no more than thirty Directors In addition, the Superintendent serves as ex-officio and we have one honorary director who is considered the founding father of the Foundation We are proud to announce that we have 100% charitable giving contribution from board members and 75% charitable giving from our headquarters staff 4    The community to support the voice of the school house The Education Foundation Advisory Council currently consists of the following professionals:                                EDUCATION FOUNDATION effectively Members include at least one representative from each of the following categories: teacher, administrator, district offices, higher education, apprenticeships, retired teacher, a member outside the district, non-profit, independent school, parent, alumni, county government, state government and workforce development 5  The first meeting was held on February 8, 2018, and the second was held on May 10, 2018 Future meetings will be held on a quarterly basis MEDIA PRESENCE The electronic presence of the Foundation has increased through Mission Moments in the weekly BCPS electronic e-newsletter, as well as, The Education Foundation of BCPS Web site and external social media marketing platforms This has increased the scope of individuals who receive the communications 2017-2018 COLLABORATION WITHIN THE FOUNDATION Through continuous collaboration, the Foundation realizes that their most effective role and benefits derive from setting goals beyond the work of fundraising The Foundation’s work continues to support key initiatives of BCPS, which includes the vision that aligns with the goal of developing lifelong learners through literacy, scholarships for graduating seniors, and school-based/office-based grants/projects through sustained partnerships within the business community and private sector The Foundation’s Board and Executive Committee serve as ambassadors for public education, enabling that all students within BCPS will have the resources to empower them to graduate globally competitive The Foundation now has a collection of testimonials that are available for viewing on our Web site, from colleagues within our schools who were 21st Century Instructional Initiative Grant recipients as well as BCPS educators These testimonials allow the Foundation to showcase the positive impact within the schoolhouse and offices The testimonials were produced by BCPS/TV and supported through in-kind services from Zest Social Media Services through the Foundation Web site http://educationFoundationbcps.org/watch-our-stories/ Note: Image capture from “Watch our Stories” 6    The Foundation has also improved its outreach in the Social Media arena by utilizing a new platform called Social Toaster which allows members to share Web posted articles through Facebook, Instagram, Twitter and LinkedIn through one approval process via email  Note: Social Toaster Dashboard 5.24.18 Increased media presence at a variety of news arenas, include: Comcast Newsmaker, Fox45 Morning News, Comcast ‘Hello Baltimore,” WBAL Radio, The Daily Record, The Baltimore Business Journal and BCPS/TV Awarded ten elementary schools 21st Century Enrichment Grants, totaling $30,000 (This grant initiative is a collaborative partnership with Hot Spots Extended Care Programs.) Note: This is the second year in which this grant initiative has been supported in partnership with Hot Spots Extended Care Programs   PROCESS IMPROVEMENT The Foundation has improved the internal processes through staff growth and software applications The improvements have extended an alignment with offices within the BCPS system by making information more readily available Realized benefits have expedited project turn-around time and increased the number of initiatives for revenue growth IMPACT FROM INCREASED REVENUES GRANTS  Awarded 57 elementary, middle, high and special schools 21st Century Instructional Initiative Grants, totaling $105,264  Awarded six elementary, middle and high schools TEAM BCPS Clean Green 15: Litter Challenge 21st Century Environmental Literacy Grants, totaling $12,000 This grant initiative is a collaborative partnership with Baltimore County Government Note: This is the fifth year in which this grant initiative has been supported in partnership with the Baltimore County Government     7    ONGOING PROJECTS BUILDING THE FUTURE The historical book “Building the Future”, is a commemorative book of Baltimore County Public Schools, authored by E Farrell Maddox, a former BCPS Art Supervisor, was gifted to the Foundation and are available for purchase SCHOLARSHIPS  Awarded, for the third year in a row, The Education Foundation of Baltimore County Public Schools Scholarship Fund, awarding two $1,000 scholarships to every Baltimore County Public High School, totaling nearly $50,000, reaching a sum close to $150,000 over the past three years Scholarships were awarded to each of the recipients by members of the Foundation staff and board of directors, a total 12 individuals participated in the individual school’s award ceremony Proceeds will award elementary, middle, and high school students the opportunity to explore and experience their passion through educational experiences and opportunities During our 25th Anniversary Year, the book was discounted by 25% This discounted opportunity is available through October, 2018 The Foundation continues to solicit exemplary leaders in the community to become a Legacy Leader in the Greenwood Society The Greenwood Society is an exclusive cadre of business and community leaders committed to investing in Baltimore County by supporting outstanding education for its children and BALTIMORE COUNTY PUBLIC SCHOOLS ADMINISTRATIVE & SUPERVISORY MEETING The Education Foundation of Baltimore County Public Schools, Inc attended and participated in the Baltimore County Public Schools Administrative and Supervisory Meeting on Monday, August 21, 2017, showcasing grant content in the lobby area at Loch Raven High School 9    Over 340+ students from nearly 42 different schools across the county participated in State of the Schools 2018 this year, sharing their talents on the Learning Walk of Knowledge at Towson University’s SECU Arena At the heart of the event, Ms Verletta White, Interim Superintendent, addressed the guests, providing insight towards the districts goals and initiatives and focus to literacy and school culture and climate The Foundation worked closely with the State of the Schools Committee, School Offices and exhibit advisors to coordinate the successful event An update in technology helped offset expenses through the Foundation’s APP development which provided a paperless Program and Annual Report, helped showcase the exhibits, provided access to event sponsorship acknowledgement and an avenue to reflect on the users experience through an online survey Photos and updates of the SOTS 2018 can be seen on the APP which is downloadable via iTunes Store or Google Play CELEBRATING EXCELLENCE GRANT BREAKFAST On April 15, 2018, The Education Foundation celebrated all Foundation Grant Recipients with a breakfast at Martin’s West, Windsor Mill, Maryland, Celebrating Excellence The event was held in partnership with Hot Spots Extended Care Programs and Baltimore County Government The purpose was to provide an opportunity for the Foundation to thank, award, recognize and celebrate BCPS individuals who provided their grant support through the year as well as express gratitude to the community partners and judges who made the grants possible This year’s event opened with a network type venue, allowing resource partners to set up tables and provide information from various 21st Century themes (which are listed on the Foundation Web site) to meet and talk with educators interested in applying for a grants, utilizing their expertise to source content and utilize resources Through partnership opportunities we were able to unite three school districts at this celebration which include Carroll County, Harford County, and Baltimore County This reflected a true collaboration within public education in the state of Maryland TEACHER OF THE YEAR/PRINCIPALS OF THE YEAR The Foundation supports the Office of Communication’s recognition event held on April 25, 2018, at George Washington Carver School of the Arts and Technology in Towson, Teacher of the Year/Principals of the Year, by providing a centralized location for community members to thank educators through their generous donations 12    Foundation of Baltimore County Public Schools to celebrate and recognize scholars at a Celebrating Excellence Inaugural Scholars Reception hosted by the Foundation Forty-eight recipients of both STEM (Science, Technology, Mathematics & Engineering) and BEEF (Business, Economics, Entrepreneur, & Finance) scholarships were honored as 2018 BCPS Scholars After the teacher and principals are announced, the Foundation coordinates a date with the Office of Communication to visit the schools of the three recipients and surprise them at each of their schools on a given date Business and community partners are invited to join the caravan, being part of the Prize Patrol In addition, all finalists are provided with the Foundation’s book “Building the Future”, commemorating their achievement as well as a check to support their initiatives within their classroom/school house are awarded to the recipients CELEBRATING EXCELLENCE INAUGURAL SCHOLARS RECEPTION On Tuesday, May 15, 2018, parents, educators, community members and siblings joined The Education The Mistress of Ceremonies was Ms Sarah Caldwell, Director of Development, Institute of Notre Dame and Former Anchor, WBALTV The event also included a Keynote Speaker, Mr John Dinkel of Dinkel Business Development and Former President & Publisher of the Baltimore Business Journal who reflected to the graduating students his career path challenges and successes Ms Verletta White, Interim Superintendent expressed congratulations and joined educators and students in a photo opportunity for each scholar Photo opportunities were provided for families and scholarship recipients by our in-kind photographer, Coyle Studios NEW PROJECTS  Established seven new school-based/officebased Foundation projects which include the following: CTE Extracurricular Robotics, Dundalk Class of 1967, Franklin High Academy of Law, Office of Visual Arts Film Expo, Loyola University Maryland and 13    Overlea High School, iFLY Scholarship, and Stephen M Moore Memorial Fund OUTREACH  Attended meetings and held conference calls with neighboring school districts to share best practices, including Foundation staff members from Washington DC, Kentucky and most recently Anchorage, Alaska which a meeting will be held in the fall when they travel to Baltimore for a conference  Planned and facilitated Education Foundation Executive Committee Retreat, Oak Contracting Headquarters, July 18, 2017  Hosted Education Foundation Collaborative Breakfast and Dialogue Session with the Executive Director (Board Orientation) for new Board of Directors, July 17, 2017, The University Club, Towson University Marriott Conference Hotel, vital to the Foundation’s success: Baltimore County Public Schools Superintendent’s Business Advisory Council, BB&T Advisory Committee, Loyola University School of Education, Advisory Committee, Career and Technology Education Advisory Board, support to the Baltimore Business Journal, Maryland PTA, United Way, Kid Helping Hopkins, the Baltimore Blast, Junior Achievement of Central Maryland, WOW – Women of the World Board of Directors and 2018 Baltimore Homecoming Celebration Honorary Board of Director The voice, presence, and work of the Foundation continues to expand as the Foundation is collaborating with the Baltimore County Chamber of Commerce, the Pikesville Chamber of Commerce, and the Towson Chamber of Commerce It is with hopes that the Foundation will become more involved in the many other organizations throughout the Baltimore region Currently, this year, Foundation board member, Mr Tim Bojanowski, is currently serving as the president of the Towson Chamber and the executive director, Ms Debbie Phelps is serving as a board member Serving in this capacity will allow the Foundation to share its work throughout the entire county 2017-2018 COLLABORATION WITHIN THE DISTRICT Through concerted efforts, the Foundation has become an integral part in the District’s efforts to graduate students who are globally competitive It is imperative to challenge the Baltimore metropolitan area to contribute to the future of its students  Hosted the Tee Off for TEAMBCPS Golf Classic, Greystone Golf Course, October 13, 2017, co-chaired by two board members Attended and showcased the Foundation BCPS Administrative and Supervisory Meeting, Loch Raven High School, Towson, Maryland, August 21, 2017 The establishment of the Foundation’s voice and presence in the community is necessary Therefore, participation by board members and staff on multiple advisory boards, Board of Directors, and Board of Trustees including but not limited to the following are 14    Participated and showcased the accomplishments and the growth which have occurred We are eagerly looking toward 2018-2019 as we review and reevaluate our goals, continue in the strategic planning process and succession plan for success and make the necessary adjustments and/or modifications for our continuous and additional support to our schools and offices To date is an itemized list of identified strategic focus and planning for the upcoming year and the future This list will be adjusted and modified as our planning sessions occur throughout the summer months under new leadership/ TEAM the Foundation’s BCPS Partners/ 23     Expand our Resource Partners to provide assistance to BCPS offices and schools who apply for 21st Century grant opportunities  Finalize the plans for the Foundation’s Teacher Exchange with plans for the ribbon cutting in the fall  Increase the donors and community/business partners for the TEAMBCPS Back to School Involves You Too Campaign in order to provide more resources to BCPS teachers  Solicitation of the 3rd Annual on the 4th!, encouraging BCPS athletic teams to participate with business community and families  Continue the solicitation of TEE OFF for
