Subject: The Olympic Park Legacy Company’s Legacy Vision Report to: Planning and Housing Committee Report of: Executive Director of Secretariat This report will be considered in public Date: 13 October 2010 Summary 1.1 This report updates the Committee on plans for the meeting on 19 October 2010 to discuss with the Olympic Park Legacy Company its legacy vision Recommendation 2.1 That the Committee notes the report in preparation for its meeting on 19 October 2010 Background 3.1 The Olympic Park Legacy Company (OPLC) became operational in 2009 This followed the appointment of Baroness Margaret Ford as Chair of the Company in April 2009 and Andrew Altman as Chief Executive in August The independent board appointments have also been completed and included strong commercial sector experience The OPLC is owned jointly by the Mayor and the Government, who are equal partners in the Company The Company has assumed many of the former responsibilities of the London Development Agency’s (LDA) Olympic Legacy Directorate, although the LDA has retained key responsibilities such as skills programmes for the host boroughs area 3.2 The Olympic Park Legacy Company will lead the development of the Olympic Park and the majority of its venues after the 2012 Games The Olympic Park is the 500-acre site in which most of the main sporting and other venues for the 2012 Games – including the Olympic Stadium, Aquatics Centre, VeloPark, Press centre and Broadcast centres and surrounding area and the athletes’ village – will be located It is situated in the Lower Lee Valley in bought the land the Olympic Park is built on and was previously responsible for devising the legacy masterplan After significant delays agreement has now been reached on the transfer of ownership of the land and other assets within the Olympic Park from the LDA to the Olympic Park Legacy Company The Mayor is committed to transform the OPLC into a Mayoral Development Corporation There has been significant progress in discussions about the Olympic Park Legacy Company evolving into a Mayoral Development Corporation, which will give the Mayor greater influence over the legacy In the meantime, the OPLC is focused on plans to develop the Olympic Park over the next 25 years, including securing the future use of the Olympic Stadium and, has called for expressions of interest in the Press centre and Broadcast Centres and surrounding areas 3.4 This Committee meeting is designed to allow the OPLC to brief Committee members on their vision for the Park site and key milestones Baroness Margaret Ford and Andrew Altman, Chair and Chief Executive, will be attending the meeting on behalf of the OPLC The OPLC’s vision documents which will form the basis for a future outline Masterplan application will be issued before the meeting Biography: Baroness Ford 3.5 Baroness Ford was appointed to Chair the Olympic Park Legacy Company on May 2009 She joined the Company from Royal Bank of Canada, where she was a Managing Director in the Bank’s Global Infrastructure Group She is the Senior Independent Director of Serco Plc, Non-Executive Director of Grainger Plc and Chairman of Irvine Bay Urban Regeneration Company 3.6 From 2002 until 2007, she was the Chair of English Partnerships, the national housing and regeneration Agency Prior to this she had a long career in management consulting with Price Waterhouse and then Eglinton Management Centre, which she founded She is an Honorary Professor of Real Estate at Glasgow University and a Member of the Royal Institute of Chartered Surveyors In 2006 Margaret was elevated to the Peerage as Baroness Ford of Cunninghame Biography: Andrew Altman 3.7 Andrew Altman commenced his role as Chief Executive of the Olympic Park Legacy Company in August 2009 Andrew’s previous appointment was as Philadelphia's first Deputy Mayor for Planning and Economic Development and Director of Commerce – tasked with bringing together all the planning and economic development functions of the city Prior to this role Andrew was the President of Altman Development LLC in New York City His company worked on behalf of Lubert Adler Management to lead large-scale, urban development projects 3.8 Previously, he was the first President and CEO of the Anacostia Waterfront Corporation in Washington, D.C., established to guide the revitalization of over 2800 acres of urban waterfront Andrew also served in the cabinet at Washington, as head of the city’s planning agency where he led the Anacostia Waterfront Initiative from its inception He moved there from the City of Oakland, California where he was the Director of City Planning and Manager of Comprehensive Planning for the City of Oakland, California, from 1995-1999 Issues for Consideration 4.1 The Olympic Park Legacy Company has defined its four main functions as:  Operations and stewardship of the Olympic Park: ensuring the Olympic Park with its world class venues and assets are well managed, maintained and utilised to their full potential  Olympic Park development: developing the plans for the Olympic Park to create a new metropolitan centre for London and a diverse, vibrant community which will act as a catalyst for the regeneration of the Lower Lee Valley  Marketing and promotion of the park: attracting private and public investment, engaging the local community and promoting the Park as one of the best places in the world to live, work, visit and enjoy sport and leisure  Social community and economic programmes: working with partners to ensure that the Games and the redevelopment of the Olympic Park enable the Lower Lee Valley to become a location of choice, maximise benefits to local communities and catalyse wider regeneration and economic development.1 4.2 Issues for discussion at the meeting are likely to include:  Spatial development and planning issues  Creating character areas  The housing offer  The transition to legacy 4.3 The discussion has direct bearing on the Mayor’s policy 2.4 “The 2012 Games and their legacy” in the draft replacement London Plan Legal Implications 5.1 The Committee has the power to what from this report Any costs incurred during the completion of the programme will be met from within the existing scrutiny budgets for 2010/11 These will be reported as individual projects are approved
