postbaccalaureate, graduate and specialist certificates; and three professional programs (http://wayne.edu/about/facts/) Prior to the issuance of a formal Request for Proposal (RFP), the University is seeking information that will aid us in defining our requirements We want to better understand what is are available and will best meet our needs Information submitted as a result of this RFQual will also help determine which vendors to include in any subsequent RFP Your company must respond to this RFQual in order to be eligible to participate in the RFP process Web Application Development Merrill-Palmer Institute For purpose of this RFQual, please provide the following: We are seeking bids for multiple upgrades to an existing web application Vendors may propose building on top of the existing code, developing all new code, or a blend (in any proportion) Below we provide an overall description of the software, followed by a list of specific upgrades requested Note that (a) our funding for this project runs over four years; (b) funding is highest for the initial (current) year, and decreases each year thereafter; and (c) funding for each year is provided all at once at the beginning of each fiscal year (beginning in September) Vendor effort is expected to be consistent throughout the initial project year, but in subsequent years we expect that the bulk of vendor effort may take place in the first 1-2 quarters of that year Note also that we have internal user-centered design experts with whom vendors will work closely throughout this project We thus expect that most vendor activities will follow agile development principles, in which we subject early working versions to multiple rounds of review and then come back to vendors with requests for modification Vendors should be prepared to supply key metrics, including source code metrics (cyclomatic complexity, code coverage, maintainability index, and Halstead volume), agile development metrics (cycle time and cumulative flow) and production metrics (crash rate, error rate, and bug status report) I Software overview The current software is a web application, called the Computerized Intervention Authoring System (CIAS), that functions as a tool allowing authoring of electronic survey and intervention software (often called eHealth or mHealth interventions) without the need for coding This means that “admin users” (behavioral scientists) use drop-down lists and text boxes to create screens that end-users (patients or research study participants) will see Notably, CIAS includes an animated narrator that moves and talks using sprite sheets and Acapela server-side text to speech API It is also important to note that CIAS-based interventions are tunneled, such that the patient/end user goes through a pre-specified series of screens rather than being allowed to surf freely Admin users can input verbiage and animations for this narrator, that are then seen by the end user when deployed CIAS currently contains a total of 10 screen types that admin users can choose from and subsequently edit (for example, question with a single answer; question with multiple answers; video; see _ for details) CIAS currently runs using a MySQL database backend, with an Apache Tomcat web server and JavaScript/HTML5/CSS frontend (see below) CIAS is accessed by admin users through a web browser Survey and intervention content for end-users can deploy through any web browser so that they can be accessed from any mobile device, from PCs, and from Macs (Note: in order to achieve greater control over appearance and autoplaying of sound files, we developed a native app for iOS Available in the Apple app store, this “wrapper” app —called “CIAS Mobile”— allows interventions built using CIAS to run smoothly on Apple devices.) II Upgrades requested Upgrades/new features are listed below in approximate order of priority We request an overall estimate, as well as separate estimates for each of the 11 upgrades/new features below New user interface for admin users (behavioral scientists and other content generators ) We 10 11 expect this upgrade to be the primary focus for the first year of this project We hope to simplify the process of developing eHealth/mHealth intervention content by simplifying, streamlining, and improving the overall process Although we expect the details of this new interface to be driven by the user-centered design process and contextual user interviews, we foresee an attractive visual interface that (a) allows easy selection and subsequent editing of each of the 10 screen templates, one at a time; (b) direct editing of each template (e.g., adding text or uploading images) on a large WYSIWYG simulation of what the patient/research participant end-user will see; (c) easy linking of one screen to the next in the series, either directly or by making those links dependent on a prior answer or group of answers (e.g., using a formula that accepts any number of variables); (d) the ability to insert character text, animations, or movements to each screen using the same WYSIWYG interface; (e) a “play” button that will show the edited template along with all inserted character verbiage, animations, and movements; (f) the ability to copy and edit any single screen or group of screens; (g) the ability to easily label and view separate branches; (h) a separate view that would show a view of the overall intervention in the form of a clickable organization chart of some kind; and (i) a small amount of context-dependent support See Appendix for wireframes, which gives some sense of the goal, but which is also highly tentative since the project will be an iterative and agile interaction between users and developers Finally, the improved interface for admin-users should include a modest amount of context-sensitive support SMART on FHIR As noted above, CIAS apps currently deploy as a mobile web app via a unique link that opens either in the browser, or—in the case of iOS devices—within an existing CIAS wrapper app We need these apps to automatically be consistent with SMART on FHIR standards Two-way texting CIAS currently allows an admin-determined series of text messages to be sent following interaction with CIAS We wish for CIAS to support two-way texting with end-users, such that admin-users can specify allowable return-text responses and connect those responses to new action if desired For example, if an end user says he has now quit smoking, we want this to result in being shifted from an SMS plan designed by admin users for active smokers, to one designed for newly abstinent smokers Translation We need CIAS to include a feature through which the text of a given intervention can be translated into a new language using Google Cloud Translation API Android wrapper We need a wrapper app on Google Play so that CIAS interventions can always display well on the Android platform as well as on iOS Scheduled texting Text messages are currently sent in order, at a pre-determined frequency We need to also be able to connect text messages to a specific date (such as September 23, 2020) or to a specific delay (such as 76 days after the first session is completed) Enhanced response types We need an additional question-answer response type (in addition to our three current options of single answer, multiple answer, and visual analogue scale) Specifically, we need a grid option (see below) Better multi-session support CIAS currently allows for multiple sessions, but we need enhanced ability to time/schedule each session, as well as a clear ability to incorporate data from prior sessions Embed websites We need the ability for admin users to easily embed another website inside a CIAS screen Better randomization Admin users can currently assign allocation proportions to intervention studies with multiple arms (such as experimental intervention = 50%, and control = 50%) We would like the ability to indicate the exact number of participants who should be allocated at random to each study arm, and the “batches” in which this should take place For example, for the first 100 end users, 25 should be assigned to arm 1, 25 to arm 2, 25 to arm 3, and 25 to arm Then for the next 50, 25 should be assigned to arm and 25 to arm Etc Better reporting We need a feature allowing creation of a separate site for staff at medical clinics, allowing them to log in at any time to see aggregate results (for example, the proportion of clinic patients who screened positive) The variables to be displayed on this site should be selected by the admin user Each intervention package should be able to generate any number of aggregate reporting sites, each with a unique sub-URL and login III Definitions • • • • CIAS Computerized Intervention Authoring Software, the web app authoring tool designed to allow behavioral scientists to develop interactive electronic interventions on any topic, without coding Admin user A behavioral scientist using CIAS to create an electronic intervention (designed to motivate people to quit smoking, start exercising, take their medication as directed, etc.) End user A patient or research study participant who is viewing the content designed by admin users Narrator An on-screen character that speaks aloud, reads questions, moves, smiles, etc., all controlled by admin users This character is deployed in the browser via sprite sheets NOTE: Access to the source code will be provided with a signed NDA IV Appendices Note: To be considered for the
