Colorado This fiber construction company requested a potential revenue assessment for a fiber-to-thehome build to connect to the City of Longmont’s fiber ring network The study included database development, a “ride out” of all streets to verify the database and interviews with key bandwidth users US Department of Justice FBI/CJIS/NCIC Data Network Security Compliance Using an internally developed validation and verification matrix based on the FBI – CJIS network security and documentation requirements, MTC has been performing network security and internal documentation assessments to identify the CJIS/FBI requirement gaps within law enforcement agencies in Arizona and Colorado Development of the Northwest Colorado Telecommunications Strategy and Plan Conducted needs assessment through on-site interviews, telephone interviews and community meetings to develop a telecommunications strategy with the Yampa Valley Economic Development Council Telecommunications Steering Committee and Rio Blanco County representation This strategy and plan was identical in scope to what is required for the Beanpole Bill’s Community Strategic Telecommunications Plan and was successful in attracting a competitive telephone company to bring advanced telecommunications to the three county region in northwest Colorado The work product accomplished during this period in collaboration northwest Colorado and a rural telephone association in Utah NC TELECO MEEKER COLORADO A fiber-based telecommunications business plan resulted in a rural electric association partnering with a rural telephone association to create a competitive telephone company that is bringing advanced telecommunication services to northwest Colorado The plan for the REA included budget level revenue, operating and capital cost projections for a twelve-year period The rural telephone association had PCS licenses that crossed into northwestern Colorado The business plan we developed looked at multiple business opportunities including various combinations of wireless and wire line services and included a financial projection model of revenues, operating and capital costs covering all combinations of services The new company formed, called N C Telecom, was awarded the “Beanpole” contract for Northwest Colorado and is currently operational with full funding Management, Construction and Operational Responsibilities for CLEC formed by the companies described above Developed N C Telecom into an operational competitive local exchange carrier (“CLEC”) This included engineering design, management of the fiber construction process, vendor negotiation and contract development, staffing, putting back office systems on line, business plan analysis and sensitivities Developed finance documents and successfully negotiated full funding of the business plan Completion of a Telecommunications Plan and Community Infrastructure Network Implementation Plan (Beanpole) for Summit County, Colorado The plans were fully funded by State grants The County is in the RFP evaluation process Completion of a Telecommunications Plan (Beanpole basic planning grant) for San Miguel County, Colorado The geographic obstacles were significant for this County Based on the needs assessment and the Telecommunications Plan we created, the County decided to forego the remainder of the Beanpole process and put out an RFP for advanced telecom for the area, which was awarded to a local wireless operator Completion of a business plan for a wireless regional telecommunications company in rural southwest Colorado The business plan developed for this LMDS licensee helped to obtain approval of its Board of Directors to implement the plan for a three-city area in rural southwest Colorado Page MANWEILER a PCS company in Utah The business plan developed for this telephone associated resulted in the creation of a strategic partnership that is building an extension of its Utah and Colorado service area into southwestern Wyoming 10 Assessment of the Wholesale Telecommunications Market Opportunities For a Generation and Transmission Partnership of Electric Power Utility Coops In this project, we examined this company’s transmission system rights-of-way covering nearly 60% of a rural southeastern state and we sought to identify telecommunications market segment and service opportunities with respect to these rights of way and fiber deployment using them Our market research included assessment of: high volume telecommunications corridors for voice and data; government applications including distance learning, e-mail, low cost long distance, and Internet; cable television regional interconnect applications; and Internet backbone and ISP applications 11 State of Colorado Multiuse Network (“MNT”) In this project, Mr Manweiler is a key member of the MNT development team focusing on business processes, network security policies, provider interconnection (Qwest), and IP Layer Members Mr.Tim Stevens: Tim Stevens is a Sr Network Security Engineer with extensive experience providing network and security solutions for state and local government agencies These agencies have included the Colorado Division of Information Technologies, Colorado Department of Transportation, Colorado Bureau of Investigation, Colorado Department of Revenue, and the Colorado Lottery Tim is presently the sr technical resource for a two year Security Independent Verification and Validation (IV&V) project with the Colorado Lottery The Colorado Lottery is in the process of changing vendors for both their online and scratch gaming systems and deploying open system architectures On this project Tim works with the incoming vendor to review their proposed designs and architectures to ensure they comply with over 500 pertinent requirements derived from the Lottery’s RFP, the vendor’s winning proposal, the final contract and amendments, the Department of Defense document 5200.28-STD Bureau of Investigation implement a secure VPN solution that provides law enforcement agencies throughout Colorado secure access to the FBI’s Automated Fingerprint Identification System (AFIS) Tim has also provided support to CBI for their Insta-Check background check system for gun purchasers, conducted the network and security portions of an Enterprise Architecture Assessment for the Colorado Department of Public Safety, and performed a network security vulnerability analysis for them Some other things Tim has done throughout Colorado include designing and implementing Colorado’s new statewide IP network for use by government, educational, and qualifying nonprofit organizations He currently provides support for IT and communications systems in CDOT’s Hanging Lake Tunnel facility,
