The response : This is a strange and illogical allegation with no basis in reality. Is American education itself a jobs’ program for teachers, school administrators, and educational researchers? A comparison of the student and teacher demographics of US schools reveals that, if anything, we ought to be troubled by the glaring mismatch in their backgrounds. Teachers are overwhelmingly white, middle class, and female. American students are not. Roughly a third of all students in US schools are minorities, while the proportion of teachers belonging to minority ethnic groups was just 13 percent ( Schools 1996). While no one would argue that teachers and students must match in cultural, ethnic, or linguistic backgrounds, it is difficult to understand why anyone would object to teachers who have the skills and background to address the special needs of the students they are teaching. LEP students have special linguistic needs, and there are a great many students in US schools who require teachers who have special skills and training to work with them. At present, there are around 2.75 million school-age children who are limited in English proficiency in US schools. Only 29 percent of public school teachers who have LEP students in their classes are qualified to work with them (Issue 1996), and fewer still have the language background and qualifications to provide native language support for their students. In California, where LEP children are most heavily concentrated, the situation is somewhat better, but there has been a serious shortage of teachers who have the qualifications and preparation to work with children who do not speak English. Welding-combination elastic metal elements consist of driving and inertia members that connect each other with elastic material. This kind of shock absorber is suitable for application with simple structure and convenient maintenance.

The present work has been taken to develop a suitable harvesting machine/ attachment which can be power tiller attached and operated by a multi -purpose tool carrier; for the small and marginal farmers. The developed test set up consisted of a vertical rotor shaft for holding the cutting blade to achieve desired height of cut of cane, the bevel gear unit, the power drive and frame work.

Analytic framework on parameter ranking for hybrid TIG MAG arc welding of mild steel

Hybrid approach advocates combining two or more traditional technologies to overcome the limitations of the conventional practice. The devised Hybrid TIG MAG arc welding process with the help of an indigenous fixture overcomes the shortcomings of the conventional arc welding. The success of any hybrid technology depends on synergistic parameter interactions which demand a rigorous process control through parameter optimization. The devised process is controlled by 13 major parameters. Optimization of all the process controlling parameters is a resource consuming activity. This study manifests an analytic framework as a combination of hierarchical and networking decision making algorithms, which seeks input on parameter effects and their ranges arrived at through experimentation and gives a ranked or prioritized list of process controlling parameters as an output. The framework identifies 5 critical parameters responsible for the 62% of the parameter interactions which need to be optimized based on the application or the job at hand. The remaining 8 parameters responsible for the balance 38% of the parameter interactions have been stabilized through experimentation once for all process variations irrespective of the application or the job at hand. The study works on the merger of the process optimization and the process prioritization techniques.

The percentage of replicate trees in which the associated taxa clustered together in the bootstrap test (100 replicates) are shown next to the branches (Felsenstein, 1985). The MP tree was obtained using the Sub-tree-Pruning-Regrafting (SPR) algorithm (Nei and Kumar, 2000) with search level 1 in which the initial trees were obtained by the random addition of sequences (10 replicates). The analysis involved 8 nucleotide sequences. All positions containing gaps and missing data were eliminated. There were a total of 1329 positions in the final dataset.

A variety of DCSs are available today, as shown in Figure 6.9. Typically, these DCSs have hundreds to thousands of ports. The term grooming refers to the grouping together of traffic with similar destinations, quality of service, or traffic type. It includes multiplexing of lower-speed streams into high-speed streams, as well as extracting lower-speed streams from different higher-speed streams and combining them based on specific attributes. In this context, the type of grooming that a DCS performs is directly related to the granularity at which it switches traffic. If a DCS is switching traffic at granularities of DS1 rates, then we say that it grooms the traffic at the DS 1 level. At the bottom of the hierarchy is a narrowband DCS, which grooms traffic at the DS0 level. Next up is a wideband DCS, which grooms traffic at DS1 rates, and then a broadband DCS, which grooms traffic at DS3/STS-1 rates. These DCSs typically have interfaces ranging from the grooming rate to much higher-speed interfaces. For instance, a wideband DCS will have interfaces ranging from DS1 to OC-12, while a broadband DCS will have interfaces ranging from DS3 to OC-48 or OC-192. Today we are also seeing a new generation of DCSs that groom at DS3 rates and above, with primarily high-speed optical interfaces. While such a box could be called broadband DCS, it is more commonly called an optical crossconnect.

Forestry and Game Management Research Institute, Jíloviště-Strnady, Czech Republic AbstrACt : In the present study, the defoliation status of spruce stands is related to mycorrhizal conditions and presence of mycorrhizal macromycetes fungi in two localities at the highest sites of the Krkonoše Mts. In the long- term view, the defoliation and the diversity of mycorrhizal fungi have improved but the number of active as well as nonactive mycorrhizae has decreased while their ratio has not changed. Statistically significant is the correlation be- tween the total number of mycorrhizae and pH. The results within last years of observations as well as in comparison to the conditions in the last decade show that mountain spruce stands growing at non-exposed sites are tolerant to a degradation of mycorrhizal conditions resulting from the long-term air pollution impact. The studied parameters of mycorrhizal symbiosis have not shown a clear trend; their results however indicate the stabilized mycorrhizal state. Positive changes can be seen in the total increase of macromycetes diversity as well as in the apparent increase of percentage of macromycetes in the studied localities, which correlates to the moderately improving defoliation.

Preparation of stable nanofluids is the first step and key issue of nanofluid research and applications. At present, some methods, such as dispersion method, direct eva- poration condensation method (DECM), submerged-arc nanoparticles synthesis system (SANSS), laser ablation method, and wet chemical method, etc. [2-4,8-12], have been applied to synthesize nanofluids. Dispersion method is a two-step method [13-18], in which commercial nano- particles are dispersed into base fluid under ultrasonic agitation or mechanical stirring. The advantage of this method is that it could prepare nanofluids in a large scale. However, nanoparticle aggregations are difficult to breakup under ultrasonication or stirring. Thus, stability and thermal conductivity of nanofluids prepared with dispersion method are usually not ideal. DECM, SANSS, and laser ablation method are one-step physical methods [19-22], in which metal materials are vaporized by physi- cal technology and cooled into liquids to obtain nano- fluids. These physical methods provide excellent control on the particle size and can produce stable nanofluids.
