The Worldwide Governance Indicators (WGI) that we have developed over the past decade illustrate how these margins of error can be calculated (refer also to Box 1). In particular, the statistical methodology underpinning the Worldwide Governance Indicators, the unobserved components model, explicitly assumes that the true level of governance is unobservable, and that the observed empirical indicators of governance provide noisy or imperfect signals of the fundamentally unobservable concept of governance. This formalizes what we have been discussing throughout this survey -- that all available indicators are imperfect proxies for governance. The estimates of governance that come out of this model are simply the conditional expectation of governance in each country, conditioning on the observed data for each country. Moreover, the unobserved components model allows us to summarize our uncertainty about these estimates for each country with the standard deviation of unobserved governance, again conditional on the observed data. These can be used to construct confidence intervals for governance estimates, which we often refer to informally as "margins of error". Intuitively, these margins of error for our estimates of governance are smaller the more data sources are available for a given country. We can also estimate the variance of the error term in each individual underlying governance indicator using this methodology, following a calculation that generalizes the simple one we discussed above.

As L increases from 0.6 to 7.7 mm, the durations of the transmitted electric field pulses are broadened from 2 ps to 6 ps. The pulse broadening, which increases with larger values of L, is indicative of a preferential amplitude reduction in the higher frequency components of the incident pulse. Due to the absence of significant intrinsic material resonances for bulk copper at THz frequencies, the preferential loss of higher frequency components likely originates from the scattering due to the extrinsic structural characteristics of the random metallic medium.

To check the accuracy of our interpretations and findings, some of the research participants were invited to examine the analysis and to tell us if the picture we presented of anaesthetic practice reflected their own experiences and understandings.

Each signal constraint block defines piecewise linear upper and lower bounds on the signal being constrained. During optimization the controller parameters are adjusted and the simulation rerun in an iterative loop until the simulated signals satisfy the specified bounds or the optimization routine fails to solve the problem. In solving this feasibility problem, the optimizer computes the maximum signed distance of the signal being constrained to each edge of the piecewise linear bound. Typically, a negative value is used to indicate that the constraint is satisfied. The optimizer uses the signed distance to each edge to update the controller parameters (the details of the parameter update mechanism depend on the optimization solver being used). The optimizer constructs the optimization problem independently of the solver. Either classical gradient- based solvers or non-gradient based solvers, such as genetic algorithms, can be used. In this case, given the switching nature of the controller, and consequent non- smooth behavior, gradient-based solvers are less likely to find a global solution. As a result, a pattern search algorithm [10][11][12] is used. In practice, switching between a few different types of solvers is recommended in order to ensure that the optimizer is finding a global extremum and to rule out convergence to local minima of the cost function.
