Participants The meeting of the International Search and Rescue Advisory Group (INSARAG) Regional Group of the Americas was organized and funded by the Government of the United States from 23 to 26 May 2001 in Miami, USA The Office for the Coordination of Humanitarian Affairs (OCHA) of the United Nations, in its capacity as INSARAG Secretariat, co-organized the meeting The meeting, in which more than 70 participants from 15 countries and organizations attended, was opened by Ms Tamra Halmrast-Sanchez, Director a.i., United States Office for Foreign Disaster Assistance (OFDA), after introductory remarks by Mr David Paulison, Chief, Miami Dade Fire Rescue Department, Mr Gerard Bradford III, Director, Centre for Excellence in Disaster Management and Humanitarian Assistance, and Chairman of the INSARAG Regional Group of the Americas, and Mr Gerhard Putman-Cramer, Deputy Director and Chief, Emergency Services Branch (ESB), Office for the Coordination of Humanitarian Affairs (OCHA), United Nations, Geneva Ms Halmrast-Sanchez stressed the importance of INSARAG for improving international disaster response and cooperation The meeting began with an overview of the United Nations emergency response mechanism and the role of INSARAG and the United Nations Disaster Assessment and Coordination (UNDAC) system The meeting proceeded with presentations on case studies of the Colombia earthquake of January 1999 and the El Salvador earthquakes of January and February 2001 The case studies were followed by a presentation about the United Nations regional response system in Latin America and an overview of lessons learned in the disasters discussed Several presenters then provided an overview of INSARAG tools and achievements, covering the INSARAG Guidelines, the concept of the On-Site Operations Coordination Centre (OSOCC), the International Urban Search and Rescue Convention and the Virtual Operations Coordination Centre (Virtual OSOCC) on the Internet Participants were updated about the results of the meetings of the INSARAG Regional Groups Asia/Pacific and Africa/Europe, which were held in South Korea from to November 2000 and in Tunisia from 16 to 19 November 2000, respectively In the next phase of the meeting, participants were divided into three Working Groups to discuss the strengths and weaknesses of the INSARAG tools presented, based on an earthquake scenario in an imaginary country An additional Working Group was requested to develop a Plan of Action for the future work of the INSARAG Regional Group of the Americas Based on discussions following the presentations as well as on conclusions from the sessions of the Working Groups, the meeting developed a number of recommendations (attached as Annex I) The Plan of Action for the future work of the INSARG Regional Group of the Americas is attached as Annex II The meeting continued with a presentation on the BREC Training Programme (Búsqueda y Rescate en Estructuras Colapsadas - Search and Rescue in Collapsed Structures), which was established in 1996 after a need was identified to reinforce incountry capacity to respond in an efficient, effective and save manner, to collapse structure incidents in Latin America Mr Gerard Bradford, in his capacity as Chairman of the INSARAG Regional Group of the Americas, then announced that, due to the change of his professional assignment from OFDA to the Centre of Excellence, he was no longer in a position to continue as Chairman of the Regional Group He emphasized that the leadership of the INSARAG Regional Group of the Americas would require practitioners' insight and experience as well as a profound knowledge of the specifics of the region To this end, Mr Bradford recommend the nominatation of Mr Paul Bell, Senior Regional Advisor for Latin America and the Caribbean, USAID, USA, as Chairman and Mr Jaime Benalcazar Rocha, General Commander CB-DMQ, Quito Fire Brigade, as Vice-Chairman It was agreed by participants that the appointments should be for an initial period of two years and a process be established for the election of Chairpersons for the INSARAG Regional Group of the Americas after that period The nominations were adopted by participants and the nominees were elected The newly-elected Chairman, Mr Paul Bell, thanked Mr Bradford and participants for their confidence and announced the work programme of the INSARAG Regional Group of the Americas (attached as Annex II) The participants expressed warm appreciation to the Government of the United States for hosting and funding the meeting and confirmed their continued support to the INSARAG Regional Group of the Americas Meeting of the INSARAG Regional Group of the Americas 23 - 26 May, Miami, USA Annexes: I) Recommendations II) Plan of Action for the future work of the INSARAG Regional Group of the Americas III) List of Participants The meeting of the Regional Group of the Americas of the International Search and Rescue Advisory Group (INSARAG) was held in Miami, USA, from 23 to 26 May 2001 The meeting was organized by the Miami Dade Fire Rescue and funded by the Government of the United States of America More than 70 participants from 15 countries and organizations attended The meeting aimed at strengthening the INSARAG Regional Group of the Americas and its objectives were to familiarize new members with INSARAG tools and activities and to exchange experiences on lessons learned and best practices in recent disasters in the Americas Region Mr David Paulison, Chief, Miami Dade Fire Rescue Department welcomed participants and underlined the importance of preparedness for disaster response both nationally and internationally He wished the meeting success and participants an enjoyable stay in Miami Mr Gerard Bradford III, Director, Centre for Excellence in Disaster Management and Humanitarian Assistance, and Chairman of the INSARAG Regional Group of the Americas, welcomed participants He thanked the organizers, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), and the United States Agency for International Development (USAID) for their continuous support to the INSARAG Regional Group of the Americas and, in particular, USAID for organizing and funding the meeting He underlined the importance of efforts, such as the creation of the international Urban Search and Rescue Convention, to improve international capacity for saving lives Mr Gerhard Putman-Cramer, Chief, Emergency Services Branch and Deputy Director, Office for the Coordination of Humanitarian Affairs (OCHA) in Geneva, welcomed participants He expressed his thanks to the Government of the United States for funding the meeting and for financing the participation of practitioners from disaster-prone countries from Latin America Mr Putman-Cramer summarized the history and purpose of INSARAG and emphasized the importance of cooperation for disaster response and preparedness in the Americas Region He concluded with wishing participants success for the meeting, with the hope that additional Latin American countries would join the INSARAG network The meeting was opened by Ms Tamra underlined the importance of INSARAG to improve international disaster response and cooperation Mr Joseph Bishop, Consultant to OCHA, and Mr Tom Frey, International Programme Coordinator, National Office of Fire and Aviation, Bureau of Land Management, USA, acted as facilitators during the meeting Mr Bishop introduced the agenda, which was adopted by participants Mr Arjun Katoch, Chief, Field Coordination Support Section (FCSS), Emergency Services Branch (ESB), OCHA-Geneva, made a presentation on the United Nations Disaster Response System as well as INSARAG and the UNDAC concept The presentation was followed by a video on the UNDAC Mission Cycle in response to disasters The meeting continued with two lessons-learned case studies of recent disasters in Latin America Mr Juan Pablo Sarmiento, IRG Technical Program Manager, OFDA/LAC, made a presentation about the Colombia earthquake of 25 January 1999 Mr Mauricio Ferrer, Director, Comite de Emergencia National Ministerio del Interior, El Salvador, made a presentation on the El Salvador earthquakes of January and February 2001 Following the case studies, Mr Ricardo Mena, Regional Disaster Response Advisor of OCHA for Latin America, made a presentation on United Nations regional cooperation in Latin America He outlined the experiences and lessons learned on behalf of the United Nations system in the two case studies discussed 10 The meeting continued with an overview of INSARAG tools that have been developed over the last decade These were: - The INSARAG Guidelines by Mr Carlos Castillo, Miami Dade USAR, and Mr Dewey Perks, Fairfax County USAR, to familiarize participants with the contents of the Guidelines in terms of SAR team preparedness and international coordination during SAR operations; - The International Urban Search and Rescue Convention by Mr Piero CalviParisetti, Consultant to OCHA and Convention Coordinator, which aims at the development of a more legal basis for the deployment of international SAR teams; - The concept of the On-Site Operations Coordination Centre (OSOCC), by Mr Joseph Bishop, to improve coordination and cooperation of international SAR teams in the affected country; - The Virtual Operations Coordination Centre (Virtual OSOCC) by Mr Thomas Peter, Deputy Chief, FCSS, ESB, OCHA, that provides a platform for realtime information exchange between involved organizations and countries in the field and at Headquarters during disaster response; - The International Search and Rescue Directory by Mr Roberto Rojas, Miami Dade Fire Rescue, to ensure quality control for international SAR teams according to INSARAG-defined standards 11 Mr Manuel Santana made a presentation on the BREC Training Programme (Búsqueda y Rescate en Estructuras Colapsadas - Search and Rescue in Collapsed Structures) The BREC Course was established in 1996 after a need was identified to reinforce in-country capacity to respond in an efficient, effective and save manner, to collapse structure incidents in Latin America The course is founded on four basic concepts of collapsed structure rescues i.e Search; Locating; Stabilizing and Extrication of the victim, and formatted around the specific requirements of each country in the region, as far as types of construction and SAR assets are concerned Course contents is divided into 80% practical and 20% theory, with subjects like organization of SAR operations; identification and marking of dangerous structures; operational safety; tools and equipment; SAR strategies; advance life support and prehospital care, forming the core curriculum Training is designed to form crews of rescuers (squads) which can then become multiple to form a company or task force Since 1996, BREC courses have been delivered producing a total of 136 successful candidates and 34 instructors BREC has still a long way to go, with two further courses programmed for this year and hoping that the new programme for the INSARAG for the Americas can also be used as a vehicle to promote and deliver additional courses 12 In the next phase of the meeting, participants were divided into four working groups Three of the Working Groups were requested to discuss disaster management issues and to review the strengths and weaknesses of INSARAG tools from the viewpoint of the emergency management authority of an (imaginary) earthquake-affected country In particular, the issues were: - To list the necessary steps to request international search and rescue resources - To develop a plan of action to incorporate international search and rescue resources into local incident command structures - To identify the criteria to determine when the need for international search and rescue assistance is no longer required - To identify strengths and weaknesses of existing INSARAG tools based on discussions during the exercise, personal experience in disaster response as well as on presentations that were made earlier in the meeting The working groups were further requested to define recommendations for improvement of identified weaknesses 13 The fourth Working Group was requested to develop a draft Work Programme for the INSARAG Regional Group of the Americas 14 After the sessions of the Working Groups, participants attended a demonstration of the Miami Dade Fire Rescue search dog operation and an exhibition of rescue equipment 15 On Saturday, 26 May 2001, the Working Groups finalized their recommendations and presented the results in plenary The revised and approved list of recommendations is attached as Annex I The Work Programme for the INSARAG Regional Group of the Americas is attached as Annex II 16 Following the plenary discussion, participants were updated about the results of the meetings of the INSARAG Regional Groups Asia/Pacific and Africa/Europe, which were held in South Korea from to November 2000 and in Tunisia from 26 to 29 November 2000 respectively 17 Mr Gerard Bradford then announced that, due to the change of his professional assignment from OFDA to the Centre of Excellence, he was no longer in the position to function as Chairman of the INSARAG Regional Group of the Americas He summarized his 10 years' experience as Chairman of the Regional Group and underlined the continuing importance of the original principles of INSARAG which were - to focus on the needs of the victims - that only qualified teams should provide assistance - the need for coordination on-site - the need to contribute to the recovery of the affected country Mr Bradford emphasized the significance of the INSARAG protocols, which were developed in the first INSARAG gathering in 1991, which should be used as a reference for any further development of INSARAG methodology He stressed that the building of local emergency response capacity should remain a core issue in the future work of INSARAG He thanked all those who had played a key role in the establishment, development and support of INSARAG and its tools With regard to the Americas Region, Mr Bradford reiterated the value of the BREC training programme and the need for its further development as well as extension within the region He emphasized the advantage of solidarity through a common language within the region Mr Bradford added that the new leadership of the INSARAG Regional Group of the Americas would require practitioners' insight and experience and a profound knowledge of the specifics of the region Following discussions with participants throughout the meeting, he would like to nominate Mr Paul Bell, Senior Regional Advisor for Latin America and the Caribbean, USAID, OFDA, USA, as Chairman and Mr Jaime Benalcazar Rocha, General Commander CB-DMQ, Quito Fire Brigade, as Vice-Chairman The nominations were adopted by participants and the nominees were elected 18 Mr Putman-Cramer congratulated the newly elected officers and assured the participants of OCHA’s continued support to the Regional Group Following the example of the other regional groups, he recommended that the appointments be for an initial period of two years and after that a process be established in the Regional Group to elect the Chair and Vice-Chair on a yearly basis The recommendation was endorsed by participants 19 Mr Paul Bell, Senior Regional Advisor for Latin America and the Caribbean, USAID, Office for Foreign Disaster Assistance (OFDA), USA, and newly appointed chairman of the INSARAG Regional Group of the Americas, thanked Mr Bradford, OCHA and participants for their confidence He announced the planned work programme for the next year of the INSARAG Regional Group of the Americas (Annex II) 20 On behalf of the Miami Dade Fire Rescue, Mr Carlos Castillo, Assistant Fire Chief of Operations, Miami-Dade Fire Rescue, congratulated the newly appointed Chairman and Vice-Chairman He said that the meeting could be considered the beginning of a new way ahead for the INSARAG Regional Group of the Americas and underlined that much of the future work could be built upon existing contacts and relationships within the region He thanked his staff for the organization and support throughout the meeting and confirmed that the Regional Group could count on the continued support of the Miami Dade Fire Rescue 21 Mr Putman-Cramer stated that individual response teams, even with sophisticated equipment and high professional skills, could not accomplish their task without sufficient information on the disaster and knowledge about their mandate and tasks In addition, they could not be optimally utilized if they had to operate in isolation without established procedures for operations and information management, security and coordination He underlined that it was most important that international response teams performed as a team with a well-defined methodology for cooperation and a sound awareness of challenges, procedures and objectives of international disaster response He added that INSARAG had achieved a great deal in the last ten years but that the demand and expectations of the victims and the international community for better performance was constantly increasing He hoped that INSARAG could meet these new challenges and that all responders, including OCHA, would be adequately prepared for the next major disaster Mr Putman-Cramer thanked the host, the organizers, supporters and participants for their contributions to making the meeting a success He thanked Mr Gerard Bradford for his pioneering efforts in the INSARAG process and for his dedication and continued support to INSARAG during the ten years of his chairmanship of the Regional Group of the Americas He wished the new Chairman and Vice-Chairman all the best for the next period and reiterated OCHA’s support to the INSARAG Regional Group of the Americas 22 Mr Gerard Bradford thanked all participants and wished the Regional Group every success in the future He was happy to hand over the chairmanship in a positive atmosphere with a new vision and the strong commitment of participating countries He thanked those who prepared, supported and conducted the meeting He wished the newly-elected Chairman and Vice-Chairman all the best for the years to come and closed the meeting Annex I Meeting of the INSARAG Regional Group of the Americas 23 - 26 May, Miami, USA Recommendations Promote support to assisting countries to strengthen or develop national SAR systems in other countries in the region that will allow them to establish national operational guidelines and to develop a framework for interagency and regional coordination Member countries will work toward officially incorporating INSARAG procedures and requirements in their national plans and foreign relations manuals for providing aid, or the requirements and procedures for requesting international aid as an affected country requiring SAR assistance Countries or the national SAR system will work to establish the necessary procedures to form an OSOCC for coordinating international SAR teams in disaster situations Promote training and development in countries giving priority to organizational skills, incident management and other fields the country deems necessary Promote the use of adequately standardized training tools such as the CSSR/BREC (Búsqueda y Rescate en Estructuras Colapsadas - Search and Rescue in Collapsed Structures) Course Establish mechanisms that allow international SAR teams to modulate their response to the specific requirements of the affected country Recommend that OCHA make available INSARAG- and OSOCC-related materials and tools to countries in the region in Spanish, Portuguese and French Promote and support regional disaster simulations through Virtual OSOCC as well as the development of national and regional SAR operation field exercises Promote the development of exercises that promote INSARAG concepts in the region within the framework of similar initiatives Development of standardized evaluations to follow-up international SAR operations in the region 10 Emphasize the need for each country to officially establish a national centralized organization to manage matters relating to INSARAG 11 Analyze and organize the contents of the guides with an improved logical sequence of subject matter 12 Develop graphics and flowcharts explaining concepts to promote easier implementation of procedures 13 Create a new design and format for the guides in order to make them more useful in terms of size and durability, incorporating forms and checklists to make them more practical for use in the field 14 Define criteria to establish standards for validation and certification for inclusion in the SAR Directory, such as the number of personnel, equipment, logistics, mobilization and organizational capability 15 Promote incorporating the INSARAG system at the political and technical levels related to disaster management in each of the countries in the Americas region 16 Use existing emergency management networks within the region to promote INSARAG and to develop infrastructure according to INSARAG guidelines 17 Highlight the recommendations of this Conference in a letter to the authorities (governmental) in INSARAG member countries and others in the region (including the list of participants, institutions and countries represented) 18 Promote INSARAG tools worldwide 19 Emphasizing the strengthening of regional INSARAG teams, call another meeting
